Célia Aguiar

Célia Aguiar currently serves as Director of the Lisbon Urban Management and Intelligence Center of the Lisbon City Council, the municipal department dedicated to smart cities, since September 2023. She graduated in Management and Public Administration from the Instituto Superior de Ciências Sociais e Políticas (ISCSP), and completed a postgraduate degree in Human Resources Development Policies from the Instituto Superior de Ciências do Trabalho e da Empresa (ISCTE).
Experienced in working in multidisciplinary teams, she has about 30 years of experience as a qualified technician in public management and technological projects. She has worked in different areas such as human resource management, training, organizational development and finally, Smart Cities and IT. Since 2015, she integrated the team that has been working on the development of the Lisbon Intelligent Management Platform (PGIL) – the city of Lisbon smart city platform, designed from scratch, to support future Lisbon Integrated Operations Center.
